Pakistan's PAVE (Pakistan Accelerated Vehicle Electrification) scheme offers direct subsidies on electric bikes, rickshaws, and loaders under the National EV Policy 2026–2030. The policy is managed by the Engineering Development Board (EDB) and Ministry of Industries and Production with a target of 30% EV penetration by 2030.

Phase 1 deadline was September 30, 2025 and has passed. June 30, 2026 is the customs duty deadline for manufacturers — not the PAVE application deadline.


Subsidy Amounts

Electric bikes:

  • Federal PAVE subsidy: PKR 50,000
  • Punjab CM additional subsidy: PKR 30,000
  • Total in Punjab: PKR 80,000

Electric rickshaws: Up to PKR 400,000 subsidy. Loan options PKR 400,000–600,000 over 3 years.

Electric loaders: Up to PKR 400,000 subsidy. Loan options PKR 600,000–880,000 over 3 years.

Example — Metro M6 Empower (PKR 245,000):

  • After PKR 50,000 PAVE subsidy: PKR 195,000
  • With 24-month zero-markup loan: approximately PKR 6,250 per month

Phase 2 Allocation

  • 116,000 electric bikes (nationwide including AJK and Gilgit-Baltistan)
  • 1,000 electric rickshaws
  • 500 electric loaders

Basic requirements:

  • Pakistani citizen with valid CNIC
  • Age 18-plus for bikes, 21-plus for rickshaws and loaders
  • No active bank loan defaults

Disqualifying factors: Expired CNIC, active bank defaults, previous PAVE beneficiary within 2 years, incomplete documents, or false information (leads to permanent blacklisting).


Required Documents

All applicants:

  • Valid CNIC front and back (scanned clearly)
  • Recent passport-size photograph (white background)
  • Bank account IBAN (verify with your bank before applying)
  • Income proof: 3-month salary slips, bank statement, tax returns, or electricity bill plus affidavit for informal income

Category-specific additions:

  • Students: Student ID and enrollment certificate
  • Delivery riders: Employment letter from company
  • Disabled persons: NADRA disability certificate
  • Rickshaw/loader applicants: Valid driving license, guarantor details, business plan

Application Process

Step 1 — Register: Visit pave.gov.pk, click New User Registration, enter CNIC and mobile number, verify via OTP.

Step 2 — Fill application: Select vehicle category and quota. Enter personal details exactly as on CNIC. Fill bank IBAN. Enter income details.

Step 3 — Upload documents: All files must be JPG, PNG, or PDF under 2MB. Compress if needed before uploading.

Step 4 — Pay application fee: PKR 1,048 non-refundable fee at any National Bank of Pakistan branch. Upload deposit slip scan to portal.

Step 5 — Submit and save: Note your application reference number. Take a screenshot of confirmation.

Common mistakes that cause rejection:

  • Blurry or unclear CNIC scans
  • File size over 2MB
  • Spelling mismatch between CNIC and application form
  • Invalid IBAN
  • Applying under multiple quota categories (only one allowed)
  • Submitting on deadline day when portal traffic is highest

Balloting Process

PAVE uses Punjab Information Technology Board (PITB) for computerized transparent balloting. Quotas are filled in order: women first, then delivery riders, students, disabled persons, overseas Pakistanis, then general merit.

Winners are notified by SMS to registered mobile number and email. Results are also searchable by CNIC on the PAVE portal.

If selected: Receive allocation letter, authorized dealer list, subsidy voucher, and vehicle pickup instructions. Pickup typically within 30–45 days.

If not selected: Phase 3 is projected for June–August 2026. Provincial schemes run parallel and have separate application windows.

Loan approval requires credit history check, income verification, and guarantor for amounts above PKR 150,000.


Approved Brands

Only EDB-registered manufacturers qualify for PAVE subsidies. Verify current approved list at pave.gov.pk before purchasing.

Tier 1 approved brands (bikes): Crown Electric, Vlektra, Metro EV, OKLA, Evee, Jolta Electric, United EV, Yadea.

Tier 2 approved brands (bikes): ELFA Electric, Revoo, Road Prince EV, YJ Future, Benling.

Punjab CM E-Bike Scheme: PKR 30,000 additional subsidy on top of federal PKR 50,000. Total subsidy PKR 80,000. Punjab domicile students. Apply at ebike.punjab.gov.pk.

Sindh: Karachi pilot program for commercial rickshaw conversion. Subsidy amount to be announced.

KPK: Early implementation of municipal-level public transport electrification.

Balochistan: 30% of vehicle cost subsidy. Limited rollout in Quetta.
