Punjab CM E-Bike Scheme 2026 for Students – Eligibility, Subsidy, Installments & How to Apply

The Punjab CM E-Bike Scheme 2026 is a Punjab Government scheme that gives students an electric scooty for PKR 199,000, with a PKR 90,000 capital subsidy, no down payment and 0% interest. The remaining PKR 109,000 is repaid over 3 years, about PKR 3,000 a month. The Transport and Mass Transit Department runs it through the official portal bikes.punjab.gov.pk, built by PITB.

Phase 2 offers 100,000 e-bikes. Applications closed on 4 October 2026. News reports say distribution begins on 5 November 2026, but the portal has not yet published a delivery date. This scheme is separate from the federal PM Electric Bike Scheme (PAVE). It is not a top-up on the PAVE subsidy.

Scheme terms verified November 2026 on bikes.punjab.gov.pk. Confirm current terms on the portal before you act.

Current Status (1 November 2026)

  • Registration is closed. The portal still shows "Last Date to Apply: October 4, 2026". We found no official extension.
  • Demand far exceeds supply. ARY News (12 Oct 2026) reported more than 1.3 million registrations and more than 607,000 completed applications for 100,000 bikes. That is roughly one bike for every six completed applications.
  • Selection is by balloting, after verification, as reported by ARY News and PhoneWorld. The portal has not published a ballot date or a result-check page.
  • Delivery. At the Phase 2 launch, Radio Pakistan (10 Sep 2026) reported that bikes would be provided "within six weeks" after the application process ends. PakWheels (28 Oct) and PhoneWorld (29 Oct) report that distribution starts on 5 November 2026. No district-wise schedule has been released.

If you applied, watch for an SMS on your guarantor's registered number and check the portal. Do not pay anyone who promises selection.

What You Get and What You Pay

The bike is not free. The government pays part of the price and all the extra costs. The student repays the rest.

Is PKR 3,000 a month worth it? Petrol is PKR 377.91 per litre (OGRA rate from 29 Oct 2026). A student riding a 70cc petrol bike 30 km a day at about 50 km per litre (our assumption) uses roughly 18 litres a month, which is about PKR 6,800 on fuel alone. The e-scooty's 72V 30Ah battery holds about 2.2 kWh, so a full charge uses roughly 2 units of electricity. For most students, the installment plus charging costs less than petrol for a used bike.

The bike (portal specs): 1000 W BLDC rear hub motor, 72V 30Ah LiFePO4 (LFP) battery, 50–55 km/h top speed, digital display, LED headlamp, hydraulic shock absorbers. Colours are Midnight Black and Sakura Pink. The CM said black bikes are for boys and pink for girls (The Nation, 3 Sep 2026). The portal does not name the manufacturer or state a range. The 50–55 km/h top speed suits city roads, not highways.

Who Is Eligible

These rules come from the portal's eligibility section:

  • Bonafide student of a public or private educational institution registered or recognised by the relevant Punjab Government department, board or authority.
  • Not eligible: students of federally chartered institutes, including their campuses.
  • Minimum age 16 at the time of application.
  • Driving document: a valid driving licence, learner's permit or juvenile driving permit. A 16-year-old can get a juvenile licence at the nearest Sahulat Center with a guardian.
  • Guarantor: a parent or legal guardian, or anyone whose income the bank accepts, with a valid CNIC, a verifiable regular income of at least PKR 40,000 a month and a recent bank statement.
  • Mobile number on the application must be registered in the guarantor's own name against their CNIC.

News reports differ from the portal. The News and The Nation (10–11 Sep 2026) wrote that applicants must be 18 or older, enrolled at an HEC-recognised college or university, and that only one student per family qualifies. Those were Phase 1 (2024) rules. The Phase 2 portal says 16+ and any Punjab-recognised institution, and does not mention a one-per-family limit. Follow the portal.

Documents Required

Student:

  • CNIC, B-Form or Child Registration Certificate (CRC)
  • Valid student card, or an official letter or certificate from the institution
  • Latest paid fee slip from the institution
  • Driving licence, learner's permit or juvenile driving permit

Guarantor:

  • Valid CNIC
  • Recent bank statement
  • Proof of a regular income of at least PKR 40,000 a month
  • Mobile SIM registered in their own name

How to Apply (Step by Step)

Phase 2 registration closed on 4 October 2026. These are the official steps, for reference and for any future phase:

  1. Open the official portal at bikes.punjab.gov.pk. Type the address yourself. Do not use links from WhatsApp, Facebook or lookalike sites.
  2. Create an account and submit the online application with the student's and guarantor's details.
  3. Documentation: upload or submit the documents listed above.
  4. Verification: the department verifies the applicant's details and eligibility.
  5. Selection: applications that pass verification enter the balloting, as reported by ARY News and PhoneWorld.
  6. Approval and financing: selected students complete the financing formalities. The portal shows Bank of Punjab as the partner bank but does not describe its role.
  7. Bike delivery: the student receives the e-bike, helmet and safety rods. The News and The Nation reported two days of free riding training.

Need a licence or learner's permit first? See our guide to electric bike laws and licence rules in Pakistan.

Phase 1 sources: Bank of Punjab scheme page (uvas.edu.pk/bop) and the CM Office Special Monitoring Unit (smu.punjab.gov.pk). The SMU page reports 12,413 bikes distributed (2,031 electric, 10,382 petrol). That is more e-bikes than the 1,000 Phase 1 quota, so later batches were probably included.

Terms changed before Phase 2 opened. In July 2026, PakWheels (1 Jul) and ProPakistani (9 Jul) reported a PKR 70,000 subsidy with a PKR 14,000 down payment for male students and PKR 2,100 a month. When applications opened in September, the official portal showed different terms: a PKR 90,000 subsidy and no down payment. On 3 September, The Nation reported "more than 125,000" bikes, but the portal says 100,000. If an older article quotes PKR 70,000 or PKR 2,100, it is out of date.

The two schemes are separate. The Punjab subsidy is not added to the PAVE subsidy, and neither portal publishes a rule on holding both. Scam Warning: Fake Portals and Agents

  • The only official portal is bikes.punjab.gov.pk. Some posts give ebike.punjab.gov.pk, but that address does not exist (it did not load when we checked on 1 November 2026).
  • e-bikescheme.pk went viral in July 2026 as a fake "information portal" with links to gambling sites (ProPakistani, 9 Jul 2026).
  • Many other sites, such as e-bikescheme.org, ebike-punjab.org.pk and ebike-scheme.pk, use the scheme's name. None of them is a government domain. Real Punjab Government sites end in .punjab.gov.pk or .gop.pk.
  • Nobody can guarantee selection. Selection is by balloting. Do not pay any agent a "registration fee" or "processing fee". The portal has no application fee.
  • Never share OTPs, bank PINs or card numbers. PhoneWorld (29 Oct 2026) warned that fraudsters use fake sites and messages to demand money.
  • In doubt? Call 042-99212260 or email support@bikes.punjab.gov.pk.

Frequently Asked Questions

What is the monthly installment for the Punjab CM e-bike scheme?

About PKR 3,000 a month for 3 years, with no down payment. The portal says "approx. Rs. 3,000", and The News (11 Sep 2026) reported the exact figure as PKR 3,028. That equals the student's PKR 109,000 share divided by 36 months.

How much is the Punjab Government subsidy on the e-bike?

PKR 90,000 per bike, according to bikes.punjab.gov.pk. The bike costs PKR 199,000, so the student repays PKR 109,000. The government also pays the interest, insurance, registration and token tax.

Can I still apply for the CM Punjab e-bike scheme?

No. Phase 2 applications closed on 4 October 2026, and no extension has been announced. Any future phase will be announced on bikes.punjab.gov.pk.

What is the official website of the Punjab e-bike scheme?

The official portal is bikes.punjab.gov.pk, run by the Transport and Mass Transit Department and built by PITB. ebike.punjab.gov.pk does not work, and sites ending in .pk, .org or .org.pk without "punjab.gov.pk" are not official.

When will the e-bikes be distributed?

PakWheels (28 Oct 2026) and PhoneWorld (29 Oct 2026) reported that distribution starts on 5 November 2026, after balloting. The portal has not yet published a date or a district schedule.

Is the CM Punjab e-bike free?

No. The government pays PKR 90,000 plus interest, insurance and registration, and the student repays the remaining PKR 109,000 in monthly installments. There is no down payment.

Can a 16-year-old apply?

Yes. The minimum age is 16 at the time of application, and the student needs a juvenile driving permit, learner's permit or licence. The portal says 16-year-olds can get a juvenile licence at the nearest Sahulat Center with a guardian.

Who can be the guarantor?

A parent or legal guardian, or anyone with income the bank accepts. The guarantor needs a valid CNIC, a regular income of at least PKR 40,000 a month and a recent bank statement. The mobile number on the application must be registered in the guarantor's own name.

Can I get both the Punjab subsidy and the PAVE subsidy?

They are separate schemes, and the Punjab subsidy is not a top-up on the PAVE subsidy. Neither portal publishes a rule on holding both, so ask each helpline before you apply: 042-99212260 for Punjab and 1048 for PAVE.

Can students of federal universities apply?

No. The portal says students of federally chartered institutes, including their campuses, are not eligible. Students of Punjab-recognised public and private schools, colleges and universities can apply.
