The best electric scooty for girls and students in Pakistan in 2026 depends on budget: the Crown Rizz (PKR 145,000) for short campus trips, the OKLA ONYX (PKR 192,000) for the lowest published seat height, the Metro Thrill Pro (PKR 204,000) for the most safety features, and the Crown Fairy for the cheapest scooter on the PAVE subsidy list (PKR 210,000 scheme price).
This guide is for anyone riding for the first time: a college student, a woman commuting to work, or a parent buying for a daughter or son. We compare seven step-through scooties on the things a new rider actually feels — weight, seat height, top speed, brakes and real-world range — and explain the three schemes that can cut the price: the PAVE women's quota, the Punjab CM student scheme and the Sindh Pink Scooty scheme.
All prices and specs come from the brands' own websites and pave.gov.pk, checked on 1 November 2026. We have not test-ridden these models; where a figure is not published, the table shows "—". Prices verified November 2026. Confirm current pricing before purchasing.

*Real-world range is our estimate: 60–70% of the brand-stated figure, the usual result in mixed city traffic. Weight is the brand's "net weight"; "—" means the brand does not publish it.
Seat height and weight are the two numbers that matter most to a new rider, and most Pakistani brands do not publish them. Only OKLA lists seat height and only Crown lists weight. Ask the showroom for both, and sit on the scooty before paying.
What Matters for a First-Time Rider
Use this as a checklist at the showroom. Screenshot it.
Weight and seat height
- Can you put both feet flat, or at least both toes firmly, on the ground? This matters more than any spec sheet. A seat height around 760–780 mm (OKLA ONYX, ORBIT) suits most adult riders.
- Can you push it backwards out of a parking spot? A 48 kg scooty like the Crown Rizz is easy to manoeuvre. At 70–80 kg (Crown Fairy, Crown Firefly) you will want a reverse mode.
- Can you put it on the centre stand? Try it in the showroom.
Low speed modes and reverse
- Eco mode limits speed and power, which is ideal for the first few weeks. Evee Gen-Z, Metro Thrill Pro, Crown Rizz and Crown Fairy all list three or four riding modes.
- Reverse (parking assist) lets the motor creep the scooty backwards at walking pace. Listed on OKLA ONYX and ORBIT, Metro Thrill Pro, Crown Fairy and Evee S1.
- Side-stand sensor cuts power if the stand is down, which prevents a nasty surprise when you twist the throttle. Listed on the Metro Thrill Pro and OKLA ONYX.
Brakes and tyres
- Front and rear disc brakes stop more predictably than drums, especially in rain: Metro Thrill Pro, ONYX LFP versions, Crown Firefly, Jolta Neo.
- CBS (Combined Braking System) applies both brakes from one lever — useful for new riders who tend to grab only one. Crown lists "F/R CBS" for the Fairy, and OKLA mentions CBS on the OMIGO.
- Tubeless tyres deflate slowly after a puncture instead of going flat at once. The Thrill Pro has 10-inch tubeless tyres.
Lighting
LED headlights are now standard on most models (Crown Rizz, Spark, Firefly, Evee Gen-Z, OKLA ONYX). Check the headlight and indicators in the showroom with the lights off. If you ride after Maghrib, a bright headlight and a reflective strip on your bag matter more than colour or styling.
Theft protection
- NFC card unlock: every current Crown scooty (Rizz, Spark, Fairy, Firefly).
- Anti-theft alarm: Metro Thrill Pro, Crown Rizz (remote alarm).
- Remote control: OKLA ORBIT and ONYX.
None of these replaces a good disc lock and parking in a watched spot.
Charging at a hostel or apartment
- Ask the warden or building management first. Many hostels ban charging in rooms and corridors.
- Charge from a proper wall socket, not a cheap extension board, and never on a staircase or near the only exit.
- Charging time: LFP models are quickest — Crown's LFP scooties take 3–4 hours, OKLA ONYX 10-inch LFP 4 hours. Graphene models take 6–8 hours (Evee, Jolta, Metro NCF).
- Battery type: LFP (lithium iron phosphate) is the safer, longer-lasting chemistry. "Graphene" batteries in Pakistan are a lead-acid type — heavier and shorter-lived. Read our electric bike battery types guide before choosing.
- Removable battery? Most models here have a fixed battery, so you need parking next to a socket. Confirm this before you buy if you live on an upper floor.
Safety gear
- A PSQCA-certified helmet with the chinstrap fastened — required by law for rider and passenger.
- Gloves, closed shoes, and a reflective vest or jacket strip for evening rides.
- Tuck in any loose dupatta, shawl, chador or long hem so it cannot catch in the rear wheel. Some riders wear a fitted inner cap under the helmet.
Licence basics
An electric scooty is a motor vehicle in Pakistan: it needs registration, and the rider needs a valid motorcycle licence or learner's permit. The Punjab student scheme also accepts a juvenile driving permit from age 16. Rules, fines and documents are covered in our electric bike laws and safety rules guide.
Our 7 Picks by Budget
1. Crown Rizz — PKR 145,000 (under PKR 150,000)
The lightest scooty we found with a published weight: 48 kg. It has a 600–800W motor, a 51.2V 20Ah LFP battery, 35–40 km/h top speed and three modes. Crown states 50–70 km in eco mode, so plan on 30–45 km in traffic. Brakes are front disc and rear drum. It has NFC unlock, a remote alarm, an LED headlight and a 3–4 hour charge.
Crown says the Rizz is designed for teenagers and Gen Z riders. Best for: campus, housing-society and short neighbourhood trips. Not for: main roads or a long daily commute — 40 km/h is too slow for fast traffic.
2. OKLA ORBIT — PKR 162,000
A 1000W hub motor, 45 km/h and a 72V 20Ah graphene battery rated at 80 km (about 50–55 km real-world). OKLA lists a 780 mm seat height, a reverse function and a remote. An LFP version (64V 33Ah, front disc / rear drum, 3-year battery warranty) costs PKR 225,000.
OKLA's own FAQ quotes PKR 159,000, so confirm the price at the showroom. Best for: a budget daily ride of 20–30 km.
3. Evee Gen-Z — PKR 177,900 (graphene) / 229,900 (lithium)
Three riding modes (Eco, Normal, Sports), 45–50 km/h, LED headlight and indicators, and a disc brake. Evee states 70–90 km, so expect 45–60 km. The graphene version uses a 72V 32Ah battery; the lithium version a 76.8V 27Ah pack. Battery and controller warranty is 20 months.
Evee does not publish seat height or weight, and Evee models are not on the PAVE list. Best for: a rider who wants an Eco mode to learn on. Older lists recommend the "Evee Nisa", but it is no longer on evee.pk.
4. OKLA ONYX — PKR 192,000
The lowest published seat height in this guide: 760 mm. The base ONYX uses a 72V 32Ah graphene battery (100 km stated, ~60–70 km real-world) and tops out at 45 km/h. It has reverse mode, a side-stand power sensor, LED lights and a remote.
Two LFP versions add front and rear disc brakes and a 3-year battery warranty: 10-inch wheels at PKR 235,000 (64V 33Ah, 70–80 km, 4-hour charge) and 12-inch wheels at PKR 255,000 (74V 33Ah, 90–100 km). OKLA's FAQ also quotes PKR 189,000 for the base model. Best for: shorter riders and anyone nervous about putting feet down.
5. Metro Thrill Pro — PKR 204,000 (offer PKR 189,000)
The most complete safety list here: front and rear disc brakes, 10-inch tubeless tyres, Eco/Normal/Sport modes, reverse, a side-stand sensor and an anti-theft alarm. Top speed is 50 km/h and load capacity 160 kg.
The NCF (graphene-type) version has a 72V 27Ah battery rated up to 110 km (~65–75 km real-world), charging in 6–7 hours. The LFP version (76.8V 30Ah, up to 120 km, 4–5 hours, 36-month battery warranty) is PKR 265,000 on an offer ending 10 November 2026. Metro's pages disagree on whether the PKR 189,000 offer has ended, so ask before paying.
The Thrill is on the PAVE list at PKR 235,000. Best for: a daily commute on busy roads.
6. Crown Fairy — PKR 235,000 (PAVE: PKR 210,000)
The cheapest scooter on the PAVE list. It has a 1000–1500W motor, a 73.6V 30Ah LFP battery, 50–55 km/h, four modes, reverse, CBS braking, under-seat and rear storage, and a 3–4 hour charge. At 70 kg it is heavier than the Rizz. Crown states 60–70 km in eco mode (~40–45 km real-world).
Crown says the Fairy is designed for female riders and is "ideal for women and teen riders". The battery warranty is 4 years or 48,000 km. With the PAVE Self Finance subsidy, the effective cost drops to PKR 130,000 (210,000 − 80,000). Best for: PAVE applicants who want LFP and a long warranty.
7. OKLA OMIGO LFP — PKR 299,000 (PAVE: PKR 249,900)
The scooty OKLA markets specifically to women. The LFP version has a 1500W hub motor, a 72V 30Ah LFP battery, 50 km/h, 80 km stated range (~50–55 km real-world), CBS disc brakes and a 150 kg load rating. A lithium-ion version is PKR 399,000.
OKLA's OMIGO page gives several different range and speed figures (60 to 120 km, 50 to 80 km/h), so use the spec table above and confirm in the showroom. "OKLA-OMIGO" is on the PAVE list at PKR 249,900. Best for: a PAVE applicant who wants a bigger scooty from a brand with a wide dealer network.

Schemes That Lower the Price
PAVE: 25% women's quota
The federal PAVE scheme reserves 25% of its e-bike quota for women, according to pave.gov.pk. Women apply on the same portal, but are balloted against a smaller pool — a slot is not guaranteed. Applicants must be 18 to 65. Helpline: 1048.
There are two routes:
| Route | Subsidy | How it works |
|---|---|---|
| Self Finance | PKR 80,000 | Pay the full scheme price; the subsidy is transferred to your account after delivery and verification |
| Bank Lease | PKR 50,000 | Subsidy is deducted before the installments; repayment up to 2 years through a partner bank |
What that means for the scooties above (Self Finance):
| Model | PAVE Price (PKR) | After PKR 80,000 Subsidy |
|---|---|---|
| Crown Fairy | 210,000 | 130,000 |
| Metro Thrill | 235,000 | 155,000 |
| OKLA OMIGO | 249,900 | 169,900 |
| Yadea M3H | 250,000 | 170,000 |

Punjab CM E-Bike Scheme for students
Punjab's student scheme (Phase 2, bikes.punjab.gov.pk) offered a single electric scooty — 1000W, 72V 30Ah LFP, 50–55 km/h, in Midnight Black or Sakura Pink — at PKR 199,000, with a PKR 90,000 government subsidy, no down payment and about PKR 3,000 a month over 36 months at 0% to the student. Students of public and private institutions aged 16+ were eligible.
Phase 2 applications closed on 4 October 2026. It is a separate scheme from PAVE, not a top-up. Details and what to expect next: Punjab CM E-Bike Scheme.
Sindh Pink EV Scooty scheme
The Sindh government gives free electric scooties to women through a ballot run by the Sindh Mass Transit Authority, as reported by Express Tribune and The News (May 2026). A valid driving licence and a riding test are required; the government says helmets, licences and training are provided. Distribution has expanded district by district. Check the Sindh Mass Transit Authority's official channels for the current window, and ignore social-media forms claiming to be the scheme.
Buying on Installments
If no scheme fits, there are three options:
- PAVE Bank Lease — 0% markup, PKR 50,000 subsidy, up to 2 years (only for PAVE-listed models such as the Crown Fairy, Metro Thrill and OKLA OMIGO).
- Bank plans outside PAVE, such as Meezan Bank and Bank Alfalah bike financing. These need a salary slip or a guarantor's income, so students usually apply through a parent.
- Brand plans offered directly by some dealers.
Compare monthly amounts, documents and total cost in our electric bike installment plan guide.
Which One Should You Buy?
| Your situation | Our pick |

| Hostel with limited charging time | Any LFP model (Crown Rizz, Fairy, ONYX LFP) — 3–4 hour charge |
| Student in Punjab under 18 | Wait for the next Punjab CM scheme phase; PAVE needs age 18+ |
Frequently Asked Questions
Which electric scooty is best for girls in Pakistan?
For most first-time riders, the OKLA ONYX (PKR 192,000) and the Metro Thrill Pro (PKR 204,000) are the best all-round choices. The ONYX has the lowest published seat height (760 mm), and the Thrill Pro has disc brakes, reverse, a side-stand sensor and an alarm. On a PAVE quota, the Crown Fairy is the cheapest listed scooter at PKR 210,000.
What is the cheapest electric scooty in Pakistan?
The Evee Flipper is the cheapest at PKR 97,000, but it is a 350W, 25–35 km/h runabout for short trips. The cheapest model in our picks that suits daily riding is the Crown Rizz at PKR 145,000, with an LFP battery and a 48 kg weight.
Is there a scooty scheme for girls in Pakistan?
Yes. PAVE reserves 25% of its e-bike quota for women, with a PKR 80,000 (Self Finance) or PKR 50,000 (Bank Lease) subsidy. Sindh runs a separate Pink EV Scooty scheme that gives free scooties to licensed women through a ballot.
Is there an electric scooty scheme for students?
Yes, the Punjab CM E-Bike Scheme. Phase 2 offered a PKR 199,000 scooty with a PKR 90,000 subsidy, no down payment and about PKR 3,000 a month for 36 months to students aged 16+. Applications for Phase 2 closed on 4 October 2026.
Do girls need a licence to ride an electric scooty?
Yes. Every rider of an electric scooty needs a motorcycle licence or learner's permit, the same as for a petrol bike, and the scooty must be registered. There is no exemption for low-power models. See our laws and safety rules guide.
Which electric scooty has reverse gear?
The OKLA ONYX and ORBIT, Metro Thrill Pro, Crown Fairy and Evee S1 all list a reverse function. Reverse lets the motor move the scooty backwards slowly, which helps with heavier models in tight parking.
Can I charge an electric scooty in a hostel?
Only with permission from the hostel. Charge from a proper wall socket, not an extension board, and away from corridors and exits. LFP models charge fastest (3–4 hours for Crown's LFP scooties) and are the safer chemistry for indoor charging areas.
How far can an electric scooty go on one charge?
Expect 60–70% of the brand's figure in city traffic. That is roughly 30–45 km for the Crown Rizz, 60–70 km for the OKLA ONYX and 65–75 km for the Metro Thrill Pro.
Is a 45–50 km/h scooty fast enough?
For city roads, yes. A top speed of 45–50 km/h keeps up with most urban traffic, and is easier to control while you learn. Models capped at 35–40 km/h, such as the Crown Rizz and OKLA ORA, are better kept to campuses, housing societies and side roads.
Can a scooty be bought on installments without a salary?
Yes, usually with a parent or guardian as guarantor. PAVE Bank Lease and bank plans need income proof from the borrower or guarantor. The Punjab student scheme required a guarantor earning at least PKR 40,000 a month.
